Governmental responsibility for technology: Microelectronics policies in Western Europe

Abstract
The growing impact of microelectronics (and related technical developments) upon national economies and society, has provided the context for increasing concern by national governments for the formulation of specific policies aimed at influencing the further development and application of this ‘key technology’. In this respect, a distinction may be made between governmental responsibility for (i) industrial and (ii) social-cultural policies for microelectronics. Examination of some recent government policy responses to microelectronics in major countries of Western Europe reveals a distinct bias towards industrial policies for microelectronics and the active promotion of the use of the technology. The significant social and cultural implications of microelectronics-intensifying, as it does, the problematic nature of the relationship between modern technology and society-warrant, however, a wider perspective by national governments. Microelectronic technology exemplifies the need for governmental policies which deal more explicitly with the social and cultural dimensions of advanced technology, in relation to desirable societal values and goals.
